Summary:
The project’s overall objective is to support European Innovation Council and SMEs Executive Agency (EISMEA) and DG Reform, to boost digitalisation of the European construction sector, promote digitalisation of building permit systems and facilitate the wider adoption of BIM in Member States. Digitalisation of the construction sector is associated with the better collection, organisation and use of information and data, which can significantly increase transparency and boost efficiency and productivity. The methodological approach include:
- Towards a Construction Data Space: Preparing the ground for a construction data space by predicting scenarios, delivering recommendations, and proposing mechanisms of cooperation.
- Digitalisation of Building Permits: Supporting the digitalisation of building permit systems to reach higher levels of digital maturity and automatization of processes by gaining insights, consulting stakeholders, proposing a categorisation, creating a toolkit for public authorities and giving training.
- BIM, Digitalisation, and Sustainability: Supporting the adoption of BIM of high maturity by creating a definition of BIM maturity allowing self-assessment by organisations and by gaining insights from analysis of the current state of play and use cases.

TUS with PWC Luxemburg focused on mapping the state of play on building permit systems across the EU (see Figure). Building Permits Systems include the Planning and the Building Control Processes. This includes qualitative and quantitative research in the form of desktop analysis (58 municipalities), surveys (140+ municipalities/Authorities) and interviews (9) across all 27 EU member states. Analysis of 10 frontrunners internationally, and the preparation of a matrix categorisation of different building permit systems, defining and classifying the level of digitalisation for each. Gaps and challenges were identified in existing systems and actions proposed. A digital building permit toolkit was designed and developed with the objectives to:
- Make building authorities understand what a digital building permit system is
- Understand the expected benefits for the different stakeholders
- Show what the frontrunners in this field are doing in the EU and outside
- Laying the foundations for the digitalisation of the building permit system
- Touch upon some of the technical aspects of the digitalisation
TUS primarily developed a training programme for the Trainers in each of the 27 member states and managed training in each of the countries with the approved trainer in their language. The Training Content includes:
- Stages of digital maturity of building permit systems.
- Questionnaire-based self-assessment scan for authorities to analyse their level of maturity.
- Benefits and costs of a digital building permit system
- Collection of best practices and lessons learned on the EU level and beyond.
- How to get started? Step-by-step guidelines to start digitalising your building permit system.
- Library and useful resources.
The Training was delivered in a user-friendly format, using the SDRI Moodle platform.

The project is delivered by PWC Greece, PWC EU Services, PWC Luxemburg, Carsa, and Technological University of the Shannon: Midlands Midwest (TUS), bringing together a strong team of experts with complementary competencies in Building Information Modelling/Management and European policy and creating a network at European Union (EU) level across 27 EU Member States, UK, EEA countries.
TUS Activities (SDRI):
TUS leads on the preparation of the building permit development, delivery of a train the trainer, member state training and dissemination activities.
